US President Trump is preparing to put in place his great ideas and “hybrid palns” on the conflict in Syria, according to the mainstream media.

Now, according to the Wall Street Journal’s sources among US officials, the Trump Administration is seeking to establish an Arab force that would replace US troops in the war-torn country.

According to the report, Trump’s national security adviser John Bolton allegedly held a phone conversation with Abbas Kamel, Egypt’s acting intelligence chief, to see if Cairo was willing to contribute to this plan.

The US had also allegedly requested Saudi Arabia, Qatar and the UAE to allocate billions of dollars to restore the northeastern part of Syria and asked the countries to send their forces there.

The plan is allegedly aimed at preventing the “security vacuum” in the US-occpied parts of Syria if US troops withdraw. However, the US troops withdrawal still remains in question as the US military is establishing new bases in the country.

The Wall Street Journal also reported that Erik Prince, best known for founding the government services and security company Blackwater USA, now known as Academi, has reportedly said that some Gulf states officials  have contacted him to discuss the prospects of assembling a force in Syria.

Currently, Saudi Arabia and its allies are facing significant problems with their intervention in Yemen. So, it’s hard to expect that some force of the Saudi-led coalition may be deployed in Syria. On the other hand, Gulf states have enough money to pay US-linked private security contractors that may serve in the combat zone.



Trump is using the Neocon project to surpass the geopolitical influence of Russia in Eurasian counties, like Georgia, Macedonia, other Islamist republics, Syria, Turkey, Iran and others, and this plan is to close the siege on Asia, making diplimatic relations with North Korea and Hong Kong, also, the projection through Israel, over the Middle East and the use of NATO in ex-Sovietic Replublic countries.


That's the problem with Ukraine ultranationalists and Turkey.



Recently, Turkey, a strong member of NATO, started a good relation with Russia and Iran, started a projection and influence in Syria, and have a good relation with Hungary, all countries agains the presence of USA in retion and also, Turkey paramilitary activities in Syria had attacked the rebels pro-USA, making a difficult relations of acceptance of USA in the Turkish politician.



The strategy is now use the Ex-Blackwater company leader, Erik Prince, to form a new Private Military Corporation, capable to ensure the geopolitical influence over the whole Middle East, he who is starting a Chinese PMC and also, commanding a PMC in Saudi Arabia.



This strategy will turn the influence of the businessmen, bankers and lobbists to the Middle East, American Companies will start to invest in Middle East and the first step of it is the business strategical form of multiply the company through a multinational corporation over the Middle East.



Also, the possibility of start a Holding in the countries of action, creating small security companies to ensure the presence of the Principal Company in small cities and contracting local rebels and ex-terrorists for payment. Other possibility is to create a joint-venture with other companies, increasing the mileage of the company, adding new values to the company and new services.



The point is to return some of the military troops, acting with Special Forces and high level officers to promote diplomatic presence and also, increasing the numbers of paramilitary activities also, requires to increase the contract of foreigners and cheap labor activities, with local people.



So the strategy can be a good strategy, with high contracts and cheap labor, but can be a backfiring. To contract Islamists will have the possibility to have infiltration in the company, the possibility of start new paramilitary groups to promote local criminal activities with armed people. Also the promotion of new companies for their own proposes. Making new franchising like Al-Qaeda with small rebel groups. There is a vast possibilities to happen lot of new rebel groups.



But... The strategy will have positive points, as to promote contract of Islamist people in Islam, will be a good form to first creat work in the places that there are few job offer, and also, the local people are knowers of the local geography and local groups, local politics, etc. this will make a bigger chart of put more people everywhere, mining the position of every local rebel, pro-government, and promote total mapping of the region.



Trump will use the PNAC, a small part of the text in 1997 - Today its task is to secure and expand the “zones of democratic peace;” to deter the rise of a new greatpower competitor; defend key regions of Europe, East Asia and the Middle East; and to preserve American preeminence through the coming transformation of war made possible by new technologies. - to promote the new strategy in hybrid war and proxies.



A model of total war with Israel and USA with Middle East and Russia, Syria and Iran with the combination of use of civilian warriors and mercenaries contracted by PMCs with the objective of their respective governments. Like, make them kill theirselves... 



Also, the post-Blackwater era started these new proxies with use of small units mercenarism to promote small conflicts, provoking the test of power and the test of which country has more capability to ensure the resolution of conflict by the new military technology. Blackwater had became the new era of the Mercenarism in world in the War on Terror and it's returning with Trump and Neocon.



Trump is more than a State Leader, he is a former business man, with the administrative view and global projection with the American Globalist leadership view, and the contract with good business man make his politics be more effective than former state leaders, with limitated views.

John Bolton and Disarmament through War

John Bolton, an extreme right-wing militant acting under the protection of Dick Cheney, was an insignificant undersecretary of State of Bush Senior’s Administration and expected a promotion under Bush junior’s administration. An advocate of the dissolution of the UN, he also favored the dissolution of the international disarmament treaties and encouraged the U.S. to launch “preventive” wars to control the Islamic or communist countries, beginning with Iraq, Syria and North Korea.

John R. Bolton was born on November 20, 1948 in Baltimore and at the university he was already a right-wing militant. He was also a member of Barry Goldwater’s campaign in 1964. Once he got his Law degree at Yale University, he started to work for a law firm and met Jesse Helms. He used his legal skills to found a parliamentary club that would be used to finance the North Carolina racist senator’s campaign by avoiding the law on political donations. For this, he was only given a $10 000 fine by the Federal Electoral Commission (FEC).

During Reagan’s first term, Bolton was appointed adviser to the US Agency for International Development (USAID). After that, he returned to his law firm and then again to the USAID as deputy administrator of programs and political coordination. In 1989, Edwin Messe, named Secretary of Justice by Ronald Reagan, appointed Bolton deputy to the Justice Department, as suggested by Senator Jesse Helms. Then, he conscientiously wrote off all instructions pertaining to drug dealing on the Iran-Contra case in which republican congressmen were involved. This marked the beginning of his political career. During George H. Bush presidency, he became first Secretary of State James Baker III’s assistant for intergovernmental organizations and then Lawrence S. Eagleburger’s.

When democrats returned to the White House with Bill Clinton, John Bolton quit and joined a law firm he founded with some associates: Lerner, Reed, Bolton & McManus. He especially strengthened his ties with Dick Cheney, the leader of the Republican Party. In 1995, John R. Bolton accepted the presidency of the National Policy Forum (NPF), a product of the Party with think tank façade (a usually political center of research, propaganda and spreading of ideas), free of taxes, which actually collected secret funds [1].

Due to a bank complicity, the Party got loans amounting to million of dollars from Forum that were never refunded. It especially benefited from Ambrous Young’s contributions, a multimillionaire from Hong Kong, and those of the Pacific Cultural Foundation, a front created by reverend Moon under the Taiwan government [2]. In 1996, he held a conference where pressure groups had access to republican congressmen. The admission was fixed at $25 000 and there were extortion complains [3]. John Bolton accepted annual fees worth $30 000 that came from Taiwan’s government secret funds to make studies on the relations between the UN and the «two» Chinas [4].

John R. Bolton worked also for real think tanks. In 1993, he was a researcher at Dan Quayle’s Hudson Institute. Later, Dick Cheney appointed him vice-president of the American Enterprise Institute where he actively participated in the conception of the Project for a New American Century (PNAC), the group that designed George W. Bush’s first term program. As a result, after the victory, Dick Cheney imposed Bolton as undersecretary of state for arms control and international security and his special mission was to watch over Powell, whom the hawks did not trust.

Bolton, an educated man with a charming English style, has become famous for being forthcoming and for his anger. Whether in the Justice Department or the State Department, he always attacked international institutions, especially the (Permanent Court) of International Justice. A violent opponent of the UN he caused a scandal in 1994 when in a roundtable organized by the World Federalist Association he said the UN building and its 38 floors in New York were a nuisance and a dozen of them could be easily demolished. Along with Jesse Helms, he favored the U.S. withdrawal from the UN and encouraged republican congressmen to ignore such an institution.

Apart from opposing the international law, he has also opposed its right to sanction individuals. Therefore, he has been against the International Criminal Tribunal characterized by him as a «notion of romanticism of not only sick and naïve, but dangerous minds». [5]. Regarding foreign policy, he has been obsessed with the communists States: China, North Korea and Cuba. He also increased his statements so that Taiwan’s independence from China could be recognized.

In July 2003, during the negotiations of a group formed by six to discuss North Korea’s nuclear disarmament, he told North Korean diplomats that their president, Kim Jong Il, was a “tyrannical dictator” and “life in his country was a horrible nightmare”. The ambassador replied and told him he was a “waste for mankind and a leech”. After this «nice» exchange, the negotiation was ended and only resumed when the U.S. appointed another representative [6]. Finally, the experts were filled with dismay when he accused Cuban president Fidel Castro of developing biological weapons without having single evidences.

On the other hand, he has not been attracted by the Shiite revolution and during a parliamentary hearing he affirmed that Iran and Syria were threatening the world with weapons of mass destruction [7], an accusation that was denied by the CIA.

While acting as undersecretary of state for arms control and international security, he took out the U.S. from international treaties and involved the allies in systems of collective security. He sabotaged the Biological Weapons Convention [8] and in front of his stunned colleagues he exclaimed completely satisfied: «It’s dead, dead, dead, dead and do not count on me to bring it back!».

He demanded the U.S. unilateral withdrawal from the Disarmament Treaty with Russia and was pleased when President George W. Bush acted and brought the “Star Wars” program back. He imposed the Proliferation Security Initiative (PSI) on America’s allies to guarantee the control of the common spaces (seas, air) by the Anglo-Saxon coalition [9]. In January 2003, the Oriental press was stunned by Bolton’s statements during his trip to Tel Aviv. The undersecretary of state suggested, before Ariel Sharon and Benjamin Netanyahu, that after the Iraqi war «it would be necessary to deal with Syria, Iran and then North Korea’s threats». [10].

John R. Bolton, an extreme right-wing militant, follower of the “disarmament preventive wars” would be appointed to important posts during Bush’s second term. His friend, Senator Jesse Helms, said: «He is the kind of guy I want to be with when the Armageddon comes».

Saudis confirm government is talking to Washington about raising such a force but plan faces obstacles and could worsen Syrian conflict

The Trump administration is renewing an effort to replace US troops in Syria with an Arab force, but the proposal faces substantial obstacles and could potentially exacerbate the conflict.

The Saudi foreign minister, Adel al-Jubeir, said his government was talking to Washington about raising such a force, confirming a report in the Wall Street Journal that said the new US national security adviser, John Bolton, had called the Egyptian intelligence chief, Abbas Kamel, to ask Cairo to play a part in building one.

There are about 2,000 US troops in Syria fighting Islamic State, but Donald Trump has repeatedly expressed a desire to withdraw them.

The idea of an Arab coalition force playing a role in Syria to combat extremist groups and contain Iranian influence has surfaced several times since 2015, but faces severe problems. Saudi Arabia and the United Arab Emirates are bogged down in a brutal war in Yemen, and have little manpower and few military resources to spare.

They are also locked in a dispute with Qatar, another potential contributor to a force, while Egypt is much closer to the regime of Bashar al-Assad in Syria than its would-be Gulf partners.

Middle East experts said it was feasible Arab states could fund an army run by private contractors and possibly help recruit soldiers from developing countries such as Sudan. Erik Prince, a Trump ally who founded the  and now advises the UAE, is lobbying to play a role, according to the Wall Street Journal.

A similar offer he made last year to replace US troops with private contractors in Afghanistan was turned down by the Pentagon.

But Prince may have more traction in the White House over Syria. Bolton has argued that the US has taken too much of the military burden in Syria and Arab states should supply troops and material assistance in the fight against Isis.

Meanwhile, the Saudi monarchy and its regional allies are uneasy that events on the ground in Syria are being dictated by external powers, none of which are Arab.

Emile Hokayem, the senior fellow for Middle East security at the International Institute for Strategic Studies, said: “The idea of an Arab expeditionary force emerges every couple of years, and it’s always seen as a politically brilliant idea to create a sense of ownership in the region.

“In reality, the politics of putting a force like that together are almost impossible.

“The question is: have the Saudis consulted the other countries before speaking on their behalf? The Saudis thought Egypt and Pakistan would come to help Yemen and they didn’t.”

The Saudi crown prince, Mohammed bin Salman, has launched an , which held its first high-level meeting last year, but it has not appeared to be intended for combat.

Charles Lister, the director of the extremism and counter-terrorism programme at the Middle East Institute (MEI), attended the inaugural conference and said the force was intended for training and assistance programmes, rather than combat operations.

Lister said there was “no precedent” for an Arab expeditionary force in Syria.

“It sounds like the Saudis are continuing to align themselves with President Trump and not speaking the 100% truth about their intent,” he said.

Any Saudi troops deployed to Syria would find themselves directly confronting Iranian fighters and their allies, which could prompt a dangerous escalation in the conflict.

Randa Slim, who directs the back-channel Track II diplomacy programme at MEI said: “It is one thing for the Saudis to pay for other ‘Islamic forces’ to do the job, and a totally different thing to send their men to a conflict theatre where they are bound to enter into direct confrontation with an entrenched Iranian-Hezbollah force.

“The other factor to consider is: what is Turkey’s response to this proposal? I do not see Ankara welcoming the positions of Egyptian and/or Emirati forces on its border,” Slim said.

The Obama administration also looked at the possibility of Arab allies deploying counter-terrorist forces against Isis in Syria, but Saudi Arabia and the UAE were drawn into the battle for Yemen against Iranian-backed Houthi rebels.

Nicholas Heras, a fellow at the Center for a New American Security, said: “They preferred to send intelligence officers and money, rather than put troops on the ground.

“But for the Saudis, the trouble is their territory is being breached by Houthis every day. It doesn’t make sense for them to shift their ground forces when they have trouble securing their own border.”

Heras said it was more likely Saudi Arabia would seek to outsource recruitment to countries such as Pakistan and Sudan. “I’m sure the Saudis are up for fighting in Syria to the very last Sudanese soldier,” he said.
